With the beginning of Web 2.0 era, one can see that information can be disseminated in a matter of seconds by anyone, anytime anywhere. This capability is unprecedented and has redefined the way information is delivered. It has also allowed anybody to mobilize a large group of people to start a demonstration. Such cases were demonstrated recently in Africa and the Middle East, where authoritarian governments were toppled in a matter of weeks.

Currently there're about 1.9 billion internet users (Source: www.internetworldstats.com). As this number grows, one can foresee many more so called "Butterfly Effect," whereby a small incident could evolve rapidly into something much bigger and cause a change in the world order.
